Clearance Forms and Information


All applicants must possess a Pennsylvania State Criminal Background Check.  The criminal background check can be obtained by sending in a completed background check application to the Pennsylvania State Police,Central Repository - 164, 1800 Elmerton Avenue, Harrisburg, PA 17110-9758 with a $8.00 money order or certified check (PLEASE DO NOT SEND CASH OR PERSONAL CHECKS).  Paper applications can be obtained at the Harrisburg School District's Office of Human Resources.  Applicants will also be able to apply on-line at
All applicants must possess a Pennsylvania Child Abuse History Clearance.  The clearance can be obtained by sending a completed child abuse application to the Childline and Abuse Registry, Department of Public Welfare, P.O. Box 8170, Harrisburg, PA 17105-8170 with a $8.00 money order (PLEASE DO NOT SEND CASH OR PERSONAL CHECKS).  Paper applications can be obtained at the Harrisburg School District's Office of Human Resources or printed by clicking here.

Act 114 of 2006, Section 111 of the Public School Code was amended effective April 1, 2007.  All student teachers (participating in classroom teaching, internships, clinical or field experience) and all prospective employees (including but not limited to administrators, teachers, substitutes, janitors, cafeteria workers, office employees) of public and private schools, Intermediate Units and area vocational-technical schools, including independent contractors and their employees and bus drivers, who have direct contact with children, must provide to their employer a copy of their Pennsylvania State Criminal History Background Check and their Federal Criminal History Record that cannot be more than one (1) year old. 

This only applies to employees hired on or after April 1, 2007.  Employees hired prior to April 1, 2007, are only required to provide the Federal Criminal History record if they have lived outside of the state for at least two years immediately preceding their application for employment.

To obtain a Federal Criminal History Record Check each prospective employee must do the following:

Registration involves collecting pertinent demographic information that is required by law from each applicant.  During registration you will also be given the chance to pay electronically for your background check.  Registration is best conducted online at  This way you can insure the correctness of all demographic information you submit.  Online registration alleviates many data collection problems and effectively speeds processing at the fingerprint site.

FEES: Applicant background checks are $27.00.  The applicant may request a paper copy of the report for an additional charge of $2.50 beginning June 15, 2009This will be the applicant’s only opportunity to request a copy of the report.  Payment may be made online at the time of registration using a debit or credit card.  Payment may also be made with a Money Order or Cashiers Check at the fingerprint location.  Money Orders and Cashiers Checks must be made out to COGENT SYSTEMS.  NO CASH, PERSONAL CHECKS and NO ELECTRONIC PAYMENTS for background checks will be accepted at the fingerprint sites.
FINGERPRINTING PROCESS: After completing the registration process, the applicant needs to select a location for fingerprinting.  A map of locations, along with the days and hours of operation for each, can be found online at  Upon arrival at the selected fingerprint location, the applicant needs to present a valid state or federal identification, along with the confirmation number from the registration process.  Applicants will not be processed if they have not registered and/or are unable to produce valid photo identification.
